TBH I dont know. Normally with these contracts (DBFO, PPP etc) the operator borrows the money and designs, builds and operates the plant over a period (typically 25 to 30 years). Over the period the client pays for the operation at a rate that covers the cost of the operation, the profit and the capital cost. So, by the end of the period the client owns the asset.
