TBH I dont know.

Normally with these contracts (DBFO, PPP etc) the operator borrows the money and designs, builds and operates the plant over a period (typically 25 to 30 years).

Over the period the client pays for the operation at a rate that covers the cost of the operation, the profit and the capital cost. So, by the end of the period the client owns the asset.

They are normally open book, so the profit can be seen.

Birchalls / Ramsey skips,  send quite a few walking floor trailers of waste to UK every week.  And make money on it even after paying iom spco.  UK incinerator operators pay for waste.

you don't call it waste, you reclassify it as raw materials for processing or some such  title.
