I agree but if the tenant won't open their windows from time to time then you can't really complain about damp. Now if it's a case that they can't open their windows then that's a different story

No way would that much damp be caused just by not opening windows. There is almost certainly water ingress here.

Yes, lack of extraction fans, coupled with the fact that many people don’t like extractor fans a) cost of electricity and b) noise. However, the issue of the tenants mobility is a major issue. They could find him a home within a sheltered complex, then start major refurbishment of the flat.?

Very quiet on the media front, with the state of Corpy properties, especially from the NPM, Minister Thomas and those two national social justice campaigners Joney Faragher and Sarah Maltby. Is it beyond the wit of man to quickly solve this problem within 24 hours, or at least get the ball rolling?

The silence is deafening, both from the NPM, Minister Thomas, Douglas MHKs etc. Perhaps there aren’t enough worthwhile votes in Quines Corner/North Quay. If it was Pully, Anagh Coar then expect it to be wall to wall coverage. What’s Environmental Healths role within this? After all they were supposed to the housing police!

Serious question, but he's posted publicly about this property and the actions that he's taking, what do you feel is lacking? Would you prefer he had done nothing, or?
