I think this amount could be run up quite quickly when it comes to lawyers fees.   It may have been lots of checks being made when any new policies are put forward I imagine changing from town to city status would require amendments on documentation being checked, just day to day stuff.    In the day the Town Clerk had to be a lawyer that must have saved them a few bob I don’t know if that is still the case.   These days it is inadvisable to agree to anything before a lawyer has okayed it just the way of the world.
