Why/how would she detect an IT problem? She is not there to provide IT support, and for data security reasons would probably not be allowed anywhere near the admin of the systems anyway. If there was a doctor on the council, would you expect them to be treating employees? Or, say, a typist typing reports? Or a librarian going into the library to check books in and out? Certainly, the councillors can bring their varied expertise and knowledge to the deliberations of the Council, but they are not there to do the jobs of the employees and officers.
