Of course she read from a prepared statement, what else would you expect? It is about effort, engagement and adaptation, from both sides. It shouldn't be a battle as to who 'wins', but a battle as to how to make it work. Recycling isn't new, we just got into the habit of not thinking how stuff can be re-used, hence the term "where there's muck, there's money". There used to be the night soil man who would clear out your latrine because there was a use for that waste. A rag and bone man. Pop, milk and beer bottles were regularly re-used. The saying that the only bit of a pig you can't use is the squeal. It isn't a new thing, it is just sensible management of the finite resources we have.
