OSRAM actually have a new program where they’re certifying combinations of their bulbs and particular cars with authorities in European countries.

For example, in Germany, there are quite a few vehicles you can legally and safely retrofit, as the combination has been certified as meeting all the requirements. Despite reflector headlights. 

It’s the cheap and nasty Chinese specials that are the real issue.

Legislation like that tends to only apply to vehicles made from that point forward. For example, when DRLs were made mandatory, nobody had to retrofit them. 

Cars made before 1986 for example, don’t have to have BS marked headlight bulbs, as the requirement wasn’t a legal one before that.

There’s no hard limit, it depends simply on what the tester would call reasonable.

The test is entirely subjective, down to how close the tester is stood, how they feel that day and whether in general, they mind loud exhausts.

I know its subjective but, Jesus. They would not pass the exhaust of the prat with the disproportionately small penis that drives around ballakermeen school on the lunchtime. You can hear it all the way back to pully. No way would that pass an MOT.

That's true. Also knowing in advance that the driver is likely to have a small penis.

Well, they might not have one at all, I suppose, but it does seems that the perpetrators are males, if not all  of a certain age, then certainly of a similar level of maturity. 

Given that profile, if by some means  such behaviour became  unfashionable, uncool (or what ever the latest term)  - something to be laughed at and  ridiculed,  the trend would disappear almost overnight.
