That's a positive thing and should be encouraged. Young talented people should inevitably want to get away and build their professional and life experience somewhere bigger than here. Maybe coming back in their 30s or 40s.

Nobody should be settling down here until they have lived away for at least a few years.

I guess it depends on how you view profit, as Treasury (the shareholder, AKA Taxpayers) are into it for what 300 million profit seems some way away !

If you took the total debt of an organisation into account against the yearly profit there wouldn't be many declaring a profit or dividends at all.

And didn’t use the only metric which really matters- net migration. Presumably because it falls short of target to such an extent that it can’t be massaged, so has to be hidden from view. 
 

Or and sadly more likely. They don’t know. Which suggests launching a strategy with no means of knowing if it’s working 🥳

A Ponzi scheme by its very nature relies on new members constantly being recruited to keep it going.
