in Dec 2021 the then minister said 

DoI Minister Tim Crookall has said that ‘cyclists are not permitted on pavements except those that are cycleways, shared spaces or prescribed pavements’.

Mr Crookall was responding to a question from Speaker Juan Watterson who asked if whether speed limits apply to cyclists on pavements and shared spaces.

‘Speed limits in general do not apply to cyclists as they are not classed as motor vehicles; however, cyclists travelling at excessive speeds may be found guilty of other offences such as “dangerous cycling” or ‘careless and inconsiderate cycling”,’ The Minister added.

Is Professor Ashford coveting the role currently occupied by under fire Minister Thomas?

Todays NPM is reporting Professor Ashford saying that DOI staff, in particular Airport Staff are being harassed in the street. 
 

And this quote -

With public dissatisfaction clearly growing around numerous areas falling under his department's remit, Chris Thomas insists he's still up for the challenge:
 

I must admit I do find it hard to believe, and if true it’s unacceptable and the authorities need to take action against the perpetrators. However, as much as I disagree with what Minister Thomas has done and doing, I think this is scheming by Professor Ashford who clearly desires a return to the top table.

harassed in the street probably translates into people who work at the airport are getting asked questions they don't want to answer.

I don’t believe for one moment for that to be the case or they are being harassed.
