Not sure, presumably they just wanted to be satisfied that the scheme was properly advised by an appropriate surveyor/engineer, not to 'approve' it, thereby being exposed to any liability. Also depends on what the terms of the agreement are, 'we are satisfied that this scheme has been advised upon by properly qualified engineers/surveyors'. We don't know the detail. That's spot on how I see it. I'll bet there is a clause in the planning docs that state just that. If the planning dept had to assess the engineering judgement that would be as hard as doing the job in the first place. Due diligence is the key, they would check that there had been an assessment and that it had been done by someone suitably qualified to do it. Actually, if you read the planning file, that is exactly what the letter and memo said. I also cannot find that any inspector had recommended that permission should not be granted. There is a reference in the officer's report to the inspector recommending the exact condition in an early application. He also thought that the previous building was a blot on the landscape in a conservation area. It may be the responsibility of BC to check they have appropriate method statement and, in cases where landslip might be a risk, the relevant geological and engineering statements, and to visit site before works commence and at specified stages. But not to provide specialist advice, nor to be there 24/7 or even working hours.
