The announcement gives no indication of Ms Curphey's background; is she an engineer, an accountant, a project manager or what? What experience does she have as a leader of a large (in IOM Terms) and complex organisation? What as she achieved, professionally, that sets her apart from her peers? What sort of vision did she set out, for the DoI, that impressed the recruiters? How many candidates were interviewed? @Chris ThomasI'd imagine that you would have had a role in this charade process.
