There's nothing there that you wouldn't expect to at least need looking at in a building that's been left unoccupied for a while (the long list will be so a contractor can't say "Well you didn't ask me to quote for that").  As you say the question is why it's been left for so long to be even looked at.  Dispute with previous tenant?  Unable to gain access?

Maybe, and the cynicism in me, suggest, that IOMG would like this site to close permanently, then it could be flogged off to its favoured developers, or to a HNWI to build an exclusive executive mansion. 
 

If IOMG cared about tourism, like others have said, that site would have been done by now, and operating by Easter. Maybe they want tourists in MNH site cafes and gift shops, and perhaps Niarbyl is too much hassle for them?

Doesn't make much sense with that potential sculpture to be placed there if they were planning on offloading it. 

You'll be able to look through needle hole at the portaloos though.

Not with IOM Government. If that was an option they’d have already bought a fleet of £250K specially kitted out Sprinter mobile catering units and employed 10 drivers to drive them around so that a three manned mobile kiosk unit can sell 5 cups of tea and a sausage roll a day at these key tourist sites. They’d make absolute millions in their usual dreams.
