The funding hasn’t been approved by treasury yet so no timescales will be announced until they give final approval! DESC will be competing with DHSC , DOI etc etc for major capex projects & general funding.

But has the final costs finally been signed off? I don’t think so hence why no timeline set out 

Also that pink book states pay budget of 2 % for 23/24 with any settlement above this coming from existing budgets so if teachers are paid more than 2% pay rise then costs must be reduced elsewhere!
