So the application may have been ignorant of those (new?) requirements or it was just somebody having a punt because given the location on the seafront that's going to be very difficult to meet without either scrapping the proposed basement flats or building a 10ft high bund wall around the property, neither of which are going to be conduisive to successful redevelopment of the building from a viable business and sales point of view. Well, the application was made by/in conjunction with an architect. Its all there in black and white and publicly available, so why speculate and get it wrong? I'd much rather have a satelite connection supplemented by broadband any day. I think the reason installations have reduced is because everyone already has it not because no one wants it.
