Non-Believer
Were we not assured by at least one politico during the building stages of the boat that it would fit in all the ports that it would be visiting? If the DoI are calling £6M and we apply their estimating ability as proven on any number of projects in the recent past, then we could be looking at £25M+ here with the predictable litany of excuses including everything from halitosis to alien abduction being laid before Tynwald for additional funding over the span of the project. Are Burroughs involved again perchance? 2

The £50 million will come from reserves under the Barnacle Bill 2001, said Mr Allinson' Captain Pugwash Executive Director (was until recently a Director, but you know, it's a big project) stated "fuck my luck this will carry me through to my pension and if i really cock it up i shall get a grand payout too". Whilst young Tom said "if they do fuck it up it'll look great on my Chartershit application (complex project budget overrun, the institute love that shit) and who knows, if i fuck up everything i touch then maybe one day I'll be deputy CEO of DOI too. I blame DEFA". Newly appointed barnacle identification expert Dr Whoever, said "we thought DOI would check and they thought we'd check. you've got to laugh... and since DOI got rid of their specialist divers to save money from the promenade (no we don't know either)... we have to tender which will take around 3 years, so there you go. But it's not all bad as they've given me money to come here and a free house, and my old Uni pals are arriving next month to man the newly formed Department of Maritime Creature identification. which is, i believe Mrs Faragher's first ministerial appointment". Councillor Watson said 'we need more social houses on the new pier' in the hope it would get him elected so he could really fuck things up. 1

Are Burroughs involved again perchance? It does fit. It's operating now, so clearly it fits. Upgrades to strengthen the pier are required so that it can be safely held on berth in all conditions. This was always known, but it could have been put in hand a lot more speedily.

A lot of the problem was that the previous DoI management under Black and Reynolds simply ignored the need to do something about it (planning only went in last July) and the delay meant prices went up. So it could never have been ready for the Manxman when it arrived, but they were hoping that the weather would be good enough in the Summer for the extra protection not to be needed. Which was never likely. You'd hope that the revised budget would be achieved, given the relatively conventional technology and the way it's not being done distantly like Liverpool. But with Cannan deciding to run the DoI himself who knows. It would also be interesting to know if the need for a new tug was foreseen (that's before you get to the problem of who will work it).

The wording of the tender flyer indicates it will only be a temporary assignment which means it would have been unnecessary had the pier works been completed before the boat was delivered. Like it would have been in any normal, properly managed endeavour. I trust there will now be a "blamestorming" meeting with the much hackneyed iomgov remit to wit: Search out the guilty Blame the innocent Then let everyone off irrespectively as long as "lessons will be learned" not... "Job Done!" sticker. Until the next time...
