You can see why Moulton is so annoyed, he originally asked for the information on 4 May and they have only produced the stuff today.  And clearly the stuff was available, they just didn't want to release it.

To be fair to DJ Dan, if you read the emails he's the one who if any of them is trying to support at least some of Ranson's measures.  The demand to follow PHE (no matter how irrelevant) was coming from Magson and Greenhow.  For example (p 21 of DHA response) the 'toned down' comes from here and he's clearly to placate Magson:

It hopefully helps them to get in the space where they understand the reasoning behind why we are proposing additional measures which are deviating from the PHE advice. We will try and keep it at a high level so that they don’t get into the weeds.

But the main impression you get from the interchanges is the complete contempt they have for CoMin.  They see the members as being completely unable to make decisions without being 'guided' to the 'right' decision.  They may well be right about that CoMin, but from the evidence I'm not convinced they're that much wiser.

I will go out on a limb and say you are being slightly unfair there. It is a group of 'chief executives' (even if the Minister is the ultimate executive). Their role is to propose recommendations with sufficient information for the Ministerial team to effectively ratify the decision. Really they are the decision makers but with the Minister provided sufficient information to veto or provide their own steer/priors. In COVID times this would need to be quick and decisive.

 

This is different to, say, chambers providing counsel where advice is offered with perhaps benefits and implications but the decision making left for the client to interpret against their objectives.

 

If they are unable to manage and focus CoMIN time where it needs due consideration than they are not doing their job.

Agreed.  In this instance we don't yet know what information was omitted.  A former DJ deciding what medical advice is presented to comin is very concerning, especially as the outcome is measured in deaths.

Also interesting was that Henrietta was using an NTLWORLD email account and not her govt account.  If she didn't have access, or refused to use her govt account, whilst on holiday...during a pandemic.  I feel there's more to her timely holiday than we know

At the time, Boris Johnson was spouting 'let it rip' as a strategy. Dr Ranson viewed an Island 'closed border' opportunity as the most obvious decision. (Better be safe than sorry.)

Tory driven COMIN had the hotline to Westminster. One or two members of the CS thought they knew better and influenced the decision.

We could have closed the borders and had some breathing space to work out what was happening. Unfortunately, that didn't happen. Wankers.

What part of Dan Davies job description or qualifications allows him to tone down medical advice before presenting it to politicians?

 

To be fair to him it is his job to develop a strategy for disseminating relevant information amongst senior politicos. 

Although as we have seen over the past few years with what information has come to light about the whole Covid circus, we now have to take a lot of what we are told from our medical 'experts' with a grain of salt from here on in.
