Chief Operating Officer-Does anybody understand this stuff?

Fairly simple really. For some reason the CM wants to blindly copy Jersey. We've already copied their websites and policies we're copying their structure. And now we've recruited their staff (probably first of many) to implement this madness.

Were they poached/headhunted? 
 

The established civil servants probably won’t be happy anyway, so you could expect resistance to change, possible non cooperation and a lot of back stabbing, especially within the higher eschelons of the establishment. 
 

In a way it speaks volumes of the calibre of the current higher management within the civil service.

Looks as though she should tackle the Chief Officer Group first. 

'Many we spoke to were unaware that COG TOR actually existed much less what they specified, which perhaps explains why quite different views were expressed as to COG’s role and remit. This naturally begs the question as to what should its remit be?'
