Month's of hard work were spent creating that flow chart by a VIP in the CS, must admit it makes no sense to me apart from it looks like the courts are going to be busy chasing all non-compliant villians. Legislative programme, a work of fantasy, targets meh, half of the departments haven't bothered updating their plans, no indication as to how it's going. Even the opening text is out of date. The rest of the apartments will be sold for very high values and probably a couple of grand a year in maintenance required to keep them in good order there.
