something smells about this scheme , there needs to be a debate in TYnwald about housing priorities  ,and just why we can find money for wealthy second homes  and apartments ,many of which will be owned by companies and not individuals ,

And there was when the scheme was proposed about a year ago.  And most of the debate consisted of Tynwald members expressing worries that exactly this sort of thing would happen.  Glover, Watterson (who was scathing about the laxness of controls on the scheme), Ashford, Christian, Wannenburgh, Mercer, Moorhouse and Faragher all spoke against, but they were the only ones who voted that way. 

Others: Caine, Haywood, Maska and Craine all expressed doubts, but then voted to support it, apparently on the Politicians Syllogism grounds that something must be done and this was something.  But of course the wrong thing can be worse than doing nothing and doing something on those grounds tends to stop something better happening.

Supporting speeches only came from CoMin members (though Barber seemed a bit reluctant) and Johnston, but the rest of them sat there silent and nodded it through (though Thomas, Lord-Brennan and Corlett all missed the vote).  So they can't say they weren't warned.
