I have seen similar things elsewhere - children seem to like putting coloured waste plastic things into them to make random patterns. There is one on Douglas promenade. They have positioned it so that the prevailing wind normally blows up the ikkle fishies bum hole and he/she/they then regurgitate all the recylcled bottles all over the prom out of his/hers/theirs big gapey mouth all over the promenade.
