A private member Bill is a risky business because there is no block vote and generally less scrutiny, because it's one person's baby, as opposed to department sponsored.

Hooper did this once before (tenant rights) and it got through Tynwald despite being completely unworkable. So is now buried in the long grass.

The decision of Keys today is interesting because it effectively removes the need for LegCo at all. And yet, LegCo still have to do their bit. The other thing is the Committee can only make recommendations for amendments but Keys still have to vote on each. Overall, I'm not sure why there is a committee at such an early stage and fearful it sets a dangerous precedent.

They will set up endless committees, whenever, legislation proposed is up before the politicos and they are afraid, rightly or wrongly of making a decision.

it does not  always have the backing  of Government , and you need someone to take it in the legislative council when its gone through the keys  if it ever gets that far

It's all basically virtue-signalling and unlikely to even get through the Keys (it only got 13 votes for this preliminary stage).  It's just Hooper and co pretending to be radical when actually being conservative (very New Labour).  If they introduced public election for LegCo there'd be no dispute about getting rid of the Bishop's vote - it would be an automatic consequence.  But the current cosy set-up suits everyone too much.

There are politicians who are setting their stalls out for the next election.    The way things are dragged out in Island politics Dignity in dying will still be a dream for those who believe this should be a choice and the Bishop question will still be undecided so the next election will be a chance for the pro active candidates to put these items on their mandates.    These are probably not the most important items that will be around but they are subjects that most people have an opinion on and in the case of Dignity in dying a personal interest in.    If I were a politician these would be my doorstep subjects for sure.

I would have had more respect for Hooperman, if he had tried to introduce a private members bill to wind up the Legislative Council, and in its place create a new parliamentary body which is democraticly elected, by the electorate. He may have also gone further and legislated within his private members bill, that the role of Chief Minister is, democratically elected by the electorate, rather than by the HoK members. Sadly Hooperman is trying to create positive headlines, deflecting attention from his own woeful and pitiful performance.

Perhaps 2112 this is the intention but doing it bit by bit, this is more or less what is being suggested by a previous Bishop who was very active in Tynwald when he was here, according to him if the Bishop’s vote is removed the walls will come tumbling down as he is the mainstay of Tynwald.   Cods wallop of course but Rob has joined the crusade he won’t have much time for those planning decisions now 😂.

Maybe Rob Callister will propose a 5 MHK select committee to investigate and report back, with the usual brains trust sat on the said committee. Perhaps our constitutional expert, Rt Hon Professor Dr Ashford MHK will provide MHKs with his extensive constitutional knowledge and wisdom?

I don't think this move is the thin end of the wedge regards Legco reform, that's a much more convoluted trip down the committee route?

PS. *with Honours of course!

Removing the Bishops vote is an important step to democracy as he is automatically appointed, whomever he/she/they may be, at least the other MLCs are selected by the Keys who have some sort of mandate from the public?

Listening to Hoopers comments about Chris Thomas in this debate today the only thing you can deduce is that Hooper is a smug arrogant twat.
