The trouble is that the real Ministerial Code consists of:

  • Do what the civil servants tell you.
  • Don't ask any awkward questions about what you're told.
  • Never admit that anything done by a civil servant was a mistake

Ministers only get sacked for breaking these, not for obvious incompetence or bad behaviour.  Hooper should be safe.
