It’s not just the DoI that don’t keep records it’s IOMG in general. When any politico asks for information they are told frequently that information isn’t available or not collated. Arrogance and laziness as well.

I suspect that HR might not be too keen to release figures either, even if they are the holders. There would be public revulsion.

ETA. It has to be remembered that these severance terms and conditions (a little like the pensions) were negotiated and set in stone when the island was awash with VAT.

Yet now the money has "gone" we are apparently still obliged to uphold them without question for Govt's fear of "legal challenge" (of course it's Govt staff who benefit the most).

Which does not auger well for the public finances or the reserves. But we know that.

4.6.43  Conclusion: We can but reiterate the recommendation which we made in 2006 that the Department consider extending the Operations Division’s contracting-out arrangements. The Department’s defence of the current position may have some substance but given the Division’s expenditure and establishment a further critical look at the arrangements is required.

They certainly won't assist.  Someone put an FoI (3242789) in earlier this year that was answered in September with regard to Non-Disclosure Agreements to the  Attorney General's Chambers

Please can you confirm the following:

  • 1. How many Non-Disclosure Agreements (NDAs) or any form of confidentiality agreements between IOM Government bodies (including departments and public authorities ) and other parties ( including persons, groups or companies) have been contractually entered into over the last 5 years?
  • 2. What is the number of such individual NDAs for each of the years 2018, 2019, 2020, 2021 and 2022?
  • 3. What is the overall monetary value of financial settlements made by IOM Government bodies covered by such NDAs for each of the years 2018, 2019, 2020, 2021 and 2022 (the annual totals)?
  • 4. Does the IOM Attorney General's chambers advise Manx Government bodies on whether each NDA is appropriate?
  • 5. Is the IOM Chief Minister informed of the nature and content of settlements covered by NDAs?
  • 6. Why are NDAs considered necessary by IOM Government bodies?
  • 7. What is the criteria that is applied as to whether a NDA is necessary and appropriate in any particular case?

You'll need to download the document they replied with.  Basically they said you had to ask the Departments for the first three and they couldn't say anything because they were their legal advisors and so privileged.  The other four they claimed weren't proper questions.

That’s fine if you really believe the DOI don’t know. I don’t believe for one minute they don’t. Just don’t want to give out them as they will be a shit show .
