A report into government's Office of Human Resources is recommending increasing the body's headcount by almost 50 by adding another 54 roles to the existing 117. A complete civil service wet dream! 

Service users also provided feedback, with some stating they found it difficult to have confidential conversations without the content of those conversations returning to government, while there was also a variance in the perceived quality of advice received from OHR.

The HR department is a farce.

They get in the way of everything!  They dictate and over-rule even the simplest of positions to be filled.

They think they are better than the people actually doing the interviewing and hiring - when there job is to ensure the paperwork is done for those selected.

Ideas well above their station - all of them.

No, I am not bitter because I never got a job.   I have had plenty of experience trying to hire the right person for the job, only to be thwarted by HR because someone does not understand the what a position involves.

A HR Department of nearly 170 people being proposed for an island this size is a complete farce. It’s literally ridiculous.

But it takes that many to manage all the admin around sick leave, bullying accusations, and the enforcement of petty and unnecessary bureaucracy.

Thats highly unlikely. They would have a massive Tynpotwald debate, and after an hour and a half, vote it through.

It is estimated cost is at £3m, does anyone seriously think it’s going to be £3million? You could recruit 54 extra staff, and then someone will turn round and say we need more. 
 

They seem to think as Grant Thornton have produced a report, it’s gospel, and needs implemented immediately. Meanwhile, frontline services are deprived of resources and staff.

So there's a lack of clarity over its purpose, vision, strategy and operating plan, and it does not deliver any strategic value. Suppose you could copy and paste the same conclusion for many departments. There are 117 of them in HR not delivering any strategic value, for goodness' sake. If things are so bad, perhaps the review should have been into the performance of the incumbents with a view to streamlining and making savings. Doesn't sound as though a lot of what they do would be missed.
