Yes your employer can deduct it from your salary. So long as the amount they pay the Gym does not exceed the amount they deduct there is no benefit in kind.

I just clicked on a random one of hundreds ( flood mitigation officer or some such bollocks) and it's in the job description.

Why not just write a quotation from one of the hundreds of advertised government jobs re the 20% NSC discount and any other “ perks “.  Those who have more IT skills than you or I can verify it and we can all sleep happy

ETA although free car parking was mentioned for good measure!

Ok it’s just that the alleged 20% discount on NSC fees seems to have determined the latter  stages of this discussion. 
I got free parking as part of a perk in my last job, an incentive which in part led to to taking the position. Are you suggesting that people considering a job/ career in the public sector shouldn’t let that  influence their decision whether or not to take a position. .
 

But you still haven’t quoted the perks outlined by the government for applicants who may want to work for them.

It’s a job advertisement, same as you would expect from a private employer.

But better as they subscribe to the Circle Back initiative. Anyone who has applied for a job within the private sector without hearing anything back would applaud that
