The primary reason for its creation was to massage Allan Bell's ego.

Since then its tentacles have spread and it has absorbed a number of functions of other Depts, it seems to purely exist to grow and justify itself. A bit like being famous for being famous.

In recent years its headcount and costs have ballooned at a faster rate than anywhere else in Govt.

So there is going to be Health Service Tax  (sorry Levy) on top of NI, VAT & Income Tax, Fuel Duty, Vehicle Licensing.....

And he did not raise tax thresholds so more people paying more taxes if they get wage rise to cope with inflation.

Does anyone really believe that they'll lower the higher rate back to 20%?

So there will be another set of CS mandarins to collect and administer the £20m, more red tape and paperwork for businesses and individuals to confrom. Government making more governemtn to sort out a government made problem. How about ringfencing what the hospital and schools need and let the rest fight over the remains?

This aims to replace the 2% tax increase and also apply to residents who do not pay income tax in the Isle of Man.

Who are the residents who do not pay income tax? Children? Pensioners? Housewives? Students?

Government is the problem, not the solution.

It was - Private Sector - £31,980 vs Public Sector £40,248; with an overall median of £34,996.

We'll all be wearing NHS Levy badges and have to renew them each year like vehicle licensing. You'll have to give them your badge number to make a doctors appointment and have it scanned as you enter the building.

Of course it'll have different bands for weight, smoking, drinking etc. 

If you get into arrears it'll be the Solyent Green solution out back.

The fact they are back in for almost £100 m of reserves tells you all you need to know about the attitude and mismanagement of this administration.  By the time there are done the cupboard will be almost bare.  Manx care has proven to  be a colossal money pit that can not be controlled.  They will be over budget this time next year.
