I get the impression that the figures are just a matter of bargaining, rather than a business-like analysis. Above, Banker says that someone did produce a formula. But, because 85,000 is a small number, statistically, when compared with the tens of millions many health services provide for, a few outliers can skew budget figures. But what has skewed our DHSC figures for decades has been chronic underfunding that ensured supplemental budget requests during the year. But the budget process always looked at the supplemental as an anomaly and when setting the next year budget just went back to the original previous year figure and added a small increase for inflation. At least Sir Jonathan Michael’s recognised this. His report wasn’t just about setting up Manx Care, it was about moving funding to an adequate level. Problem is, when Manx Care came along, so did covid. That had two issues for budgets; first, the direct cost of covid treatment, second, the cancellation of many other treatments with resultant hikes in waiting lists. The first is now history. The second is being dealt with by the funding of special efforts to catch up in problematic areas. They both delayed the Michaels funding proposals being implemented in 20/21, 21/22, 22/23 and 23/24, to any significant extent. 24/25 is the first year for that. We are on track. ETA What is the chances of a "CS Levy" tax in the next few years to cover them on top of the proposed "Health Service levy" tax to replace the income tax increase? Makes you wonder how bothered people would be with the 2% rise if we weren't 100% certain that it wasn't going to be wasted upon CS wage bill, pensions, legal cases/pay-offs or vanity projects. Any claims it will be for anything else are just bullshit. Being pragmatic, I can't really blame the MHKs. It's the Civil Service that is now out of control and has been for several years.
