It’s based September 2023 when it was 5.7% same as UK do. Sometimes it’s better than Say March & sometimes higher like this year. This is part of the quarter of expenditure per person that they didn't release a couple of weeks ago, obviously somebody smelt a rodent and FOI'd. Largesse to itself knows no Govt bounds plus they've painted themselves into a corner legally and fear any challenge to amendments. The £40M per year funding gap remains, note that employee contributions even now after increases are around 1/4 of what's being paid out. I would bet that much of the remainder of the unspecified 25% of expenditure per head is also in Govt costs to itself.
