This is exactly what is being discussed. If government procurements weren't subject to all sorts of swerves and loopholes and if contractors weren't able to hide their profiteering behind unnecessary "commercial confidentiality", then this sort of thing would be far less prevalent.

No The topic being discussed is whether companies are paying commuted sums under Section 13 Agreements rather than building affordable houses. They should build 25% affordable in every development but can agree a sum of money instead. This means that very few low cost houses are being made available for 1st time buyers.

tbf it's a bit of an urban myth of the kind politicians jump onto. historically there have been a handful of commuted sums whereby the developer might be building mansions and so a couple of affordable design standard homes would be completely out of keeping. the majority (still not many) are deferrals from one development location to another - which can be benficial where there is demand. this is what MDC have been allowed to do.
