No The topic being discussed is whether companies are paying commuted sums under Section 13 Agreements rather than building affordable houses. They should build 25% affordable in every development but can agree a sum of money instead. This means that very few low cost houses are being made available for 1st time buyers. tbf it's a bit of an urban myth of the kind politicians jump onto. historically there have been a handful of commuted sums whereby the developer might be building mansions and so a couple of affordable design standard homes would be completely out of keeping. the majority (still not many) are deferrals from one development location to another - which can be benficial where there is demand. this is what MDC have been allowed to do.
