why does it need to be tiled ?  a sufficient tanking with fibreglass and resin would make it watertight then apply some sort of polymer coating to make it look pretty ?

Apart from anything else doesn’t the base change levels ? Or can do. Not sure either would that solution meet building control as not sure that resin etc is up to the job.

I can't help wondering if a lot of the problems have been due to the main contract being awarded to a local firm with no experience in the presumably complex technical fields involved and presumably controlled by DESC officials who have even less.

Only half of the pool - would have made much more sense to do the whole pool, but one presumes it was cost prohibitive. The other half is a fixed depth, which always struck me as a little odd.
