A dual carriageway is a road that has a barrier separating two directions of traffic. It has nothing to do with the number of lanes.

I think it does when talking about speed limits. But I could be wrong.

Single carriageways have a single lane of traffic in each direction, while dual carriageways have two lanes. The national speed limit for cars on a single carriageway is 60 mph, but it can vary depending on the road and traffic condition
