Harry Stanley was 1999. Menenez was 2005. 

What would be a good thing, if public concern is so high, is for a local journalist to seek to find out more. As I have previously linked to, most of the doctrine for armed ops is published online. The bit that isn't seen is the selection and training. You either pass, or you don't- there isn't a grey area, and it's the same training and performance criteria as the UK. 

This is worth reviewing, especially the ratio of discharge of weapons to actual deployments

Somewhere on this forum is a link to videos of The Pulrose Incident. Anyone watching those videos can form their own opinion of the selection criteria for armed police.

Not to mention assault rifles and balaclavas at Peel school. This is a photo of people taking a bomb threat at a school seriously:

So, how long do you think it takes for EOD to arrive, even in a clear and critical emergency?

No, but the guy was thrown to the ground, restrained and then tazed while handcuffed.  Hard to see why the police have an image problem...
