Harry Stanley was 1999. Menenez was 2005. What would be a good thing, if public concern is so high, is for a local journalist to seek to find out more. As I have previously linked to, most of the doctrine for armed ops is published online. The bit that isn't seen is the selection and training. You either pass, or you don't- there isn't a grey area, and it's the same training and performance criteria as the UK.
