It's so easy to see how the system is being gamed. No NHS surcharge puts us to the front of the queue when sourcing cheap foreign labour, and because this labour will be earning below the income tax threshold, they won't be contributing much to our coffers beyond NI, if that's even being paid. 

It's interesting, but not surprising, that they are being recruited from the Middle East, rather than directly from the Philippines. The Philippines actually has strict border controls on Filipino nationals leaving the country, and in an attempt to prevent people trafficking refuses boarding of passengers if they suspect foul play is ahead, much to the chagrin of passengers who are leaving for legit jobs who invariably get deboarded & unloaded. There are no such controls on Filipinos leaving third countries like the KSA, UAE and Qatar, for example. So if a downtrodden, exploited domestic worker in Doha or Dubai sees an ad for 'hotel work in the UK', it's unsurprising if they are so easily attracted, especially with the allure of a UK passport at the end of the rainbow. The bonus for the gangmasters is they doubtless bag the NHS surcharge if said victim is rerouted to our shores. 

Shameful, and even more so given that would be so preventable by anyone in IoM immigration with a modicum of due diligence & common sense. Corruption or gross negligence? You take your pick.

Under the Minimum Wage Act 2001: 

1 Workers to be paid at least the minimum wage [P1998/39/1]

(1) A person who qualifies for the minimum wage shall be remunerated by his employer in respect of his work in any pay reference period at a rate which is not less than the minimum wage.

(2) A person qualifies for the minimum wage if he is an individual who 

(a) is a worker

(b) is working, or ordinarily works, in the Island under his contract;

and

-(c) has ceased to be of compulsory school age.

You have to pay the designated minimum wage even for piece work. You can’t employ anyone on an hourly rate under that set by the minimum wage. That is the whole point of a minimum wage.

I suggest you ask that to be added to the gangmasters' induction pack.
