But of course the purpose wasn't for Longworth to 'manage a government worker' - the number of full-time bus drivers fell and their pay and conditions worsened. The purpose was to purchase all those Mercedes minibuses and employ people to 'manage' them. The rest was all an excuse and the idea of providing any sort of service considered beneath them.
