They could do this type of housing, but unfortunately some people are beyond help, have too many issues, are in and out of prison with drug and alcohol dependency issues and in turn are in and out of the media, written and radio, so are well known to landlords. Also modern landlords tend to internet search/research prospective new tenants. These people need specialised hostel type accommodation with 24 hour security, live in warden etc - hopefully prevents undesirable people from causing trouble. 
 

However the cottages look good, and the Foodbank rather than a ‘bank’ is a subsidised shop, lets users be customers as opposed to receiving handouts.
