Breweries and pubs want to earn money any way they can so they'll only offer one drink for the night the rest have to be paid for at an over-the-top price. Reducing the cost of soft drinks would be more appealing to people who don't drink or those who don't fancy drinking particularly that night thus possibly reducing drink-driving, however it wouldn't earn the pubs as much money.
