Surely that's just so they can be understood in the rest of the world. If we call the leading minister Chief Minister people may not know what/who he is or whether there's someone else more important than him. Interestingly I see that Musharaf, Dictator of Pakistan is usually referred to as the President nowadays because of his lovely support for the USA in their fight against human rights/terrorism.
